Penelo is a kind and gentle soul who believes that if you persevere there is always hope. Her family was killed by war, and although Penelo does not like war and she wants to see peace, she understands that sometimes you need to fight to get the things that you want. After the death of Vaan's family, Penelo's family took him in, and she took on an older sister role with him. She can be seen lecturing him or trying to make sure that he stays out of too much trouble. Regardless of how you look at it, Penelo cares a lot for Vaan, as he is one of the only people she has left that she would call family.

She is a generous person and good natured. No matter the circumstance, Penelo is always willing and will try to lend a hand to the people that need it. In many ways, Penelo is mature for her age. Compared to what she has gone through, Penelo is calm and practical in most situations. She is there to provide comfort for those that need it, and for that she gains the trust and respect of others. She is intelligent and sharp, always wanting to learn more about the world and cluing in to things. She can often been seen with a smile on her face and bright attitude to the world around her. She isn't a bubbly blonde, for she also knows the hardships that life has to offer, but she does not let that bog her down. She loves to dance and to sing, and she learned martial art skills from her brother.
